I think the DS version of the first game is the best, and for Zero Time Dilemma PC is best, since 3DS doesn't look as good. There's also an HD fully voiced re-release coming early next year, it's on Steam as "The Nonary Games", and will include both the first 2 games in one. Personally, I thought 999 was the best game in the series. I started the franchise with VLR, and as such, when I began 999 I felt I had more mysteries trying to figure out the connection between the two games.
